  • FKF Reaffirms Updated Rules and Regulations Governing Kenyan Football

FKF Reaffirms Updated Rules and Regulations Governing Kenyan Football

The Football Kenya Federation (FKF) has reaffirmed and continues to enforce the Rules and Regulations Governing Kenyan Football, a comprehensive framework that guides the administration, competitions, discipline, and overall governance of football across the country.

These regulations, aligned with FIFA and CAF statutes, remain central to promoting integrity, fairness, and professionalism at all levels of Kenyan football — from grassroots and county leagues to national competitions.

    Strengthening Governance and Football Administration

Under the updated regulatory framework, FKF remains the supreme authority responsible for organizing and supervising football activities in Kenya. All leagues, clubs, branches, sub-branches, and affiliated members are required to operate strictly within FKF statutes, regulations, and circulars.

    The rules clearly define:

    • Roles of FKF National Office, Branches, and Sub-Branches
    • Responsibilities of clubs, officials, players, referees, and match officials
    • Compliance with national and international football statutes

This structure ensures uniform governance and accountability across all football competitions.

    Club Registration and Licensing Requirements

All football clubs participating in FKF-sanctioned competitions must be formally registered and licensed annually. Clubs are required to:

    • Submit valid registration documents
    • Meet competition eligibility requirements
    • Adhere to financial and administrative standards

Failure to comply may result in disqualification, suspension, or disciplinary sanctions.

    Player Registration, Transfers, and Eligibility

The regulations provide clear guidelines on:

    • Player registration at branch, county, and national levels
    • Transfer procedures within domestic competitions
    • Protection of minors and youth players
    • Eligibility criteria for participation in official matches

Players are only allowed to represent one club per competition season, except as permitted under transfer windows established by FKF.

    Competition Structure and Match Regulations

FKF competitions are governed by standardized rules covering:

    • League formats and match scheduling
    • Promotion and relegation procedures
    • Matchday operations and safety standards
    • Player substitutions and squad registration

All matches must be officiated by FKF-appointed referees, and any unauthorized matches are strictly prohibited.

    Discipline, Ethics, and Fair Play

Disciplinary control remains a key pillar of the regulations. Acts such as:

    • Match manipulation
    • Player and official misconduct
    • Violence, hooliganism, or abuse of match officials
    • Fielding ineligible players

are punishable through sanctions including fines, suspensions, point deductions, or expulsion from competitions.

FKF disciplinary bodies retain the authority to investigate and adjudicate all football-related offenses.

    Dispute Resolution and Appeals

The regulations establish formal mechanisms for:

    • Lodging protests and complaints
    • Appeals against disciplinary decisions
    • Arbitration through FKF judicial bodies

All disputes must follow internal FKF channels before escalation to continental or global football bodies.

Alignment With FIFA and CAF Standards

FKF emphasizes that these rules are fully aligned with FIFA and CAF regulations, ensuring Kenyan football remains compliant with international best practices. Any matters not expressly covered in the local regulations are guided by applicable FIFA statutes.

Commitment to Grassroots and Youth Development

The rules place strong emphasis on:

    • Structured youth competitions
    • Protection of young players
    • Ethical conduct by academies and schools
    • Promotion of women’s football

This commitment supports sustainable football growth from the grassroots to elite levels.

    Conclusion

The continued enforcement of the Rules and Regulations Governing Kenyan Football underscores FKF’s commitment to professionalism, transparency, and integrity in the game. All stakeholders — clubs, players, officials, and fans — are urged to familiarize themselves with these regulations and uphold the values of fair play.

As Kenyan football continues to grow, strict adherence to these rules remains essential in building a competitive, credible, and globally respected football system.

  • FKF Kakamega Press Statement on Bingwa Fest Team Selection

    FOR IMMEDIATE RELEASE

FKF Kakamega Press Statement on Bingwa Fest Team Selection

    Date: 9th January 2026

Football Kenya Federation (FKF) Kakamega Branch has noted with concern a series of misleading and inaccurate claims circulating on social media regarding the selection of teams for the upcoming Bingwa Fest tournament. In the interest of transparency and to safeguard the integrity of the competition, FKF Kakamega wishes to clarify the following:

    1. Promise Starlets
Promise Starlets was not allocated a slot for this edition of Bingwa Fest. The core objective of the tournament is to empower and uplift as many teams as possible across the county. Given that Promise Starlets recently won the Governor’s Cup and received KES 1.5 million in prize money, the Federation deemed it equitable to extend this opportunity to another deserving team to promote broader development and competitive balance.

    2. Mumias Representation
Claims that Mumias does not have a women’s team are false. The team awarded a slot, Legacy Queens, originates from Mumias West and finished third in the same league table where Promise Starlets emerged second. Their inclusion is therefore fully justified on them being a host team as one of the pitches is in Mumias West, sporting merit and geographical representation.

    3. Hosting Team and Venue Selection
Mchanga FC was initially selected as the host team and would have retained that role had the tournament been held during the school holidays. However, all proposed school venues, including Approved School declined to release their pitches during the school term. Because the matches are scheduled for midweek, it was not possible to secure any other venue within the town in school facilities. Consequently, Masinde Muliro University of Science and Technology (MMUST) accepted to host the tournament. MMUST has a community-based team, PEFA FC, which participates in the Sub-Branch League, and this is the basis upon which the host team was selected, alongside consideration of local fanbase and logistical convenience.

    4. Inclusion of NSL Teams (Mwira and The Iron Ladies Soccer Club)
All National Women Leagues teams in Kakamega County were automatically allocated slots in the tournament.

    • Two Women’s National Super League (WNSL) teams
    • One Division One team
    • All Regional League teams

In addition, two slots per zone were reserved for Branch League teams based on merit. Furthermore, six slots were allocated to teams from neighboring counties in line with the Bingwa Fest inter-county participation framework. The senior teams granted slots have academies or junior teams whose players do not participate in the WNSL. These junior players are therefore eligible to compete in Bingwa Fest without violating player eligibility regulations.

    5. Malimali FC
Malimali FC was not considered because the club does not participate in any recognized FKF league. Only teams that are actively competing in FKF leagues are eligible for Bingwa Fest participation.

FKF Kakamega hereby invites the public, stakeholders, and football fans to attend the Bingwa Fest and independently scrutinize every match. Any team found to field ineligible players will be subject to immediate disqualification in accordance with tournament rules.

FKF Kakamega remains firmly committed to upholding the principles of transparency, accountability, inclusivity, and integrity in the administration of football across the county.

U15 Boys – Drama, Discipline and Determination

In Semi Final 1, Mukhonje Youth were initially winners, but the result was overturned after they were found to have fielded over-age players. In line with competition rules and the league’s commitment to integrity and fair play, the match was awarded to Red Commandos with a 2–0 victory.

Semi Final 2 saw a tightly contested clash where Mundulu Youth edged Murhanda Youth 1–0 in a match defined by strong defending and tactical discipline from both sides.

In the final, Red Commandos demonstrated composure and attacking intent, edging Mundulu Youth 1–0 in a hard-fought encounter to be crowned U15 champions.

U17 Boys – Power and Precision on Display

He highlighted the federation’s ongoing investment in grassroots structures and noted pride in how young players are progressing across the county.

    2. Supporting Fair Competition & Exposure
He stressed that the mini league format brings together the best zonal teams in U13, U15, and U17 categories, allowing them to compete fairly and demonstrate their skills. Such exposure, he noted, is key to identifying future stars and elevating the standards of youth football in Kakamega.

    3. Recognition & Encouragement of Participants
Mudembei highlighted that winners would be crowned county champions, receive trophies, and all teams would be gifted official footballs as tokens of support—part of FKF Kakamega’s effort to motivate continued training, growth, and sustained participation in youth leagues.

    4. Building a Strong Football Culture
His remarks tied the tournament to the broader vision of developing a strong football culture in Kakamega, one that embraces discipline, teamwork, and community support for young athletes.
